The so-called "diving goggles" or "spectacled snake" locomotive was developed and built by CKD in Prague. The T 478.4, a further development of its predecessor type T 478.3, received a more powerful engine and an electric train heating system. In 1988, the 86 locomotives were redesignated as class 754.
Locomotive 754 083 was delivered to the CSD in May 1980 as T 478.4083. As part of the division of the rolling stock on January 1, 1993, it was one of the 26 locomotives transferred to the ZSR.
